Arboricultural works within 10M of a power cable require a risk based approach. It is important that if any tree works need undertaking within this distance then the Power supplier will need to be contacted to arrange a possible power shutdown. All overhead lines and other electrical apparatus can be extremely dangerous. If you need to work near them, get competent advice from the owner of the lines, usually the Network Operator

Working near live overhead electric lines is dangerous and it is responsible for many incidents every year. These incidents often result in the death of or serious injury to people, damage to equipment and disruption of electricity supplies. A number of these incidents are related to tree work near live electrical equipment. 
The Network operator can arrange for switching the elctricity off and refining safety distances. A full risk assessment must be completed by the tree surgeon and NO work should be undertaken until these risks have been assessed.
